I had to look at this picture for a few seconds to figure out what the joke was all about.
So what's going to happen on the trip to where ever? The strap will work its way down through the dirt and become very loose. Then that wad of strap will fall down the side and into the wheel. The strap will get wrapped up in the wheel possibly pulling or snapping the truck frame. And it will be someone else's fault.

Yep, I think I may have seen this truck in rural Missouri or Arkansas...
I'm not sure who Trump has nominated for his Secretary of Transportation, but I'm sure he/she is okay with this as a highway safety measure.
