If this area were really blank, you wouldn't be reading anything. Therefore, this area has not been left blank by accident, but is left non-blank on purpose. The statement above should really say: "This page was intentionally left non-blank."]

As a former federal employee I am very familiar with pages intentionally left blank.
In fact, they also readily promoted to supervisors any persons with blank brains, intentional or not.
