I'm going the speed limit, why do I have to get out of the left hand lane? Because it's the law. In all 50 states in one form or another.
Somebody with more ambition than me has put together a map of the US with the four varieties of the laws that basically say 'move your butt to the right'.
I know this mainly applies to 4 lane highways. I would hate to see the chaos that would ensue on an 8 lane highway if everyone was trying to stay to the right except to pass.
Here are the laws as written in the Missouri State Statutes. Notice nothing is mentioned about the speed limit.
Section 304.015.5(3) Upon all highways any vehicle proceeding at less than the normal speed of traffic thereon shall be driven in the right-hand lane for traffic or as close as practicable to the right-hand edge or curb, except as otherwise provided in sections 304.014 to 304.025;
Section 304.016.2(4) Upon any highway outside of a city with unobstructed pavement of sufficient width and clearly marked for four or more lines of traffic. The driver of a motor vehicle may overtake and pass another vehicle upon the right only under the foregoing conditions when such movement may be made in safety. In no event shall such movement be made by driving off the paved or main traveled portion of the roadway. The provisions of this subsection shall not relieve the driver of a slow-moving vehicle from the duty to drive as closely as practicable to the right-hand edge of the roadway.

Complications, complications. I wonder how often it is enforced.

When we moved to Seattle we were amazed at how everyone drove so slowly. We were behind someone on interstate 90 going from the burbs to downtown and everyone in the left lane had someone going the speed limit or slower. Mostly slower. When my husband asked about this phenom at his office the response was, "55 in THE LIMIT" In other words, to them you can go slower. When Rick said that he thought those going 55 or less should move to the right lanes he was screamed at for being too "east coast" (to them anything west of Idaho is east coast) They just kept repeating the mantra 55 IS THE LIMIT!
Thankfully no one pays attention to that on the beltway. :-)
My daughter was in the middle of the desert between San Antonio and Big Bend and got a ticket for not getting into the right lane unless passing....going 85 miles per hour!
An interesting map would be one that showed where drivers actually DO pull over to the right.
