So I found this note on the overview in blogger...

I'm responsible? Is the EU going to come after me if I don't do this correctly?
So I clicked on the learn more and found out that Blogger is doing it for me. Here's how to see the notice it puts up for EU countries.
Pull up your blog. Change the .com in the URL to .fr . This will make Blogger think someone from France is looking at you blog. Hit enter. When it reloads there should be a cookie warning bar at the top of the screen. Mine worked. So should yours.
