Well, I'll see if I can type enough to tell this story. This is Peggy's fault for telling her dog poop story.
This happened 10+ years ago. My son-in-law's parents (they,their,he) have a neighbor (still)(she,her), in their residential neighborhood, that does dog rescue. Without a license, I might add. She might have 10 to 15 dogs in her basement at any one time. A lot of times puppies. She doesn't have a very big yard although it is fenced. But she'll let the dogs run loose around her house and their house. They do not have a fenced yard.
She's such a witch that she has a big cardboard hand flipping the middle finger in her glass door facing their backyard. She also has a video camera on a tripod facing their backyard but I don't think it works. It's just there for harassment.
So they get dog poop in their yard, a lot. Does she come over and clean it up? Nope. The police have been called many times but refuse to do anything.
So one day they are out in the yard when he decides to clean things up. (She has an above ground pool in her yard but it's covered at this time.) He gets a shovel and starts tossing the poop over the fence back into her yard. Some of it lands on the covered pool.
She's mad because of the poop on her pool cover. She wants him to pay $500 to get her pool cleaned. He tells her to stick it. So she sues them. They have to go to court. They tell their story, she tells hers. The court rules in their favor. They don't have to pay anything except their own lawyer fees.
She's still not happy. She wants them to go on Judge Judy to settle her grievance. The Judge Judy show actually called them. They refused.
She sues them again. This time they counter sue for $2500 for her being a nuisance. This goes on for over a year if I remember right. They finally get their day in court and win. She has to pay up $2500.
The feud still goes on to this day. The finger and camera are still there and she still does dog rescue. I don't think there has been a poop problem since.

I can't believe this went so far. How petty. But the lady with the dogs sounds like a piece of work with the sign in the yard with the finger and just winging the poo over the fence. Seriously if she wants dogs that is the price one pays.
Her dog rescue doesn't have to be licensed does it?
Peg - According to St. Louis County code, you can have 5 animals max. Out of the five, it can be a mix of 3 dogs max or 4 cats max. Most of the time she is way over the limit. Plus if you are over the limit you're supposed to have a kennel license with dedicated runs for the dogs.
She wasn't the one winging the poop. She let her dogs loose in his yard, poop, then didn't pick it up. He shoveled back into her yard.
In my little burg if you have 3 dogs you're supposed to have a kennel license. But that's usually only if your neighbor turns you in.
Once I was at the beach across the street from my apartment. The guy who lived there had two dobermans. He let them poop all over the beach. (To keep people away, I presume). I found a good spot away from all the poop and I was laying there, and this doberman starts pooping about 3 feet from my spot. I got up and started screaming at the dog. The dog, shocked and surprised, pinched it off and ran away. The homeowner came out, and I started screaming at him. A few minutes later, he came out with a fancy, shiny, silver pooper scooper, and cleaned the whole beach.
Never had a problem with him or the dogs after that.
