When I worked as a repairman for the phone company we had this same scenario. Only for us it was quality vs quantity. They came on about a 6 month rotating schedule. We would get called into the morning meeting where the bosses would announce that our quality/quantity was down and we needed to increase our quantity/quality. It was a never ending cycle.
