1563 - Manhole covers

Some other site was somehow trying to make a big deal out of this advertisement. Being a retired telephone man I understand the ad perfectly. What do you think that other site was getting at when they were making fun of this? Any ideas?

I can only think it has something to do with protection you can buy before doing a term in prison.
